北朝鮮の不測の事態への日本の対応能力に対する疑問は、前述の10月20日付リポートで紹介した米国の国防大学国家戦略研究所（INSS）のシミュレーション（模擬演習）報告でも明確にされていた。

　もし金政権が崩壊して、米軍あるいは中国軍が介入の気配、というような危機が起きた場合、日本は米国の同盟国として歩調を合わせる行動は取れない、取らないだろう、という予測だった。

　かといって、日本が独自の一貫性のある対応を取るとも予測はしていなかった。要するに、日本は北朝鮮の危機や有事には戸惑う一方で、明確な対応の態勢ができていない、という診断なのである。

　こうした米国の考察には、日本が「有事や危機に確固たる対応のできない国家」「安全保障の支えとなる軍事という現実をとにかく忌避するだけで、抑止という国際的に自明な対策のない国家」だとする認識が明白だと言える。
